On January 23, 2026, Ascenda Integrated Health and Becky DiLisciandro contacted my sister, who lives out of state, and disclosed information indicating that emergency behavioral health services were being initiated or considered in relation to me. I did not authorize my sister as an emergency contact. I have no idea how they got her phone number and I ever provide consent for any disclosure of my personal or health-related information. Prior to this disclosure, local law enforcement had already reviewed the underlying report and advised me that it was not threatening in nature. Despite this, Ascenda disclosed information about me to a third party without my authorization and outside of any immediate medical emergency. Ascenda violated the Health Insurance Portability and Accountability Act (HIPAA), specifically 45 C.F.R. §164.502(a), by disclosing my protected health information to an unauthorized third party without my authorization, without a valid emergency exception, and without verification of recipient authority. The individual contacted was not listed as an emergency contact, had no involvement in my care, and resides in another state. No imminent threat existed that would justify disclosure under HIPAA’s emergency provisions. As a result of this unauthorized disclosure, I suffered significant emotional distress and loss of privacy. I have filed a formal complaint with the U.S. Department of Health and Human Services Office for Civil Rights. Upon completion of that investigation, I intend to pursue all available civil remedies under applicable state law.
