The Maine Department of Health & Human Services, Office of Behavioral Health (OBH), located at 41 Anthony Avenue, oversees and supports the state’s continuum of behavioral health services. OBH’s role includes funding, contracting, policy development, training, and provision of direct services to help Mainers facing mental health and substance use challenges. The office emphasizes prevention, early intervention, holistic supports, and recovery-oriented care, with a focus on keeping individuals in community settings rather than in hospitals or the criminal justice system.

As a statewide behavioral health authority, OBH ensures access to core mental health, substance use, and co-occurring disorder services for uninsured or underinsured individuals. Its direct service arm includes an Intensive Case Management program, and the office partners with local providers to implement trauma-informed, evidence-based, and consumer-driven approaches across Maine.
